I am directed by the Duke of Buckingham and Chandos to transmit to the Board of Trade, for the information of the Lords of the Committee of Privy Council for Trade, a copy of an Ordinance, No. 4 of 1867, passed by the Legislature of Hong Kong to regulate the importation and storage of Gunpowder.
I am also to enclose for the Lordship's information...
